MEND and PBIF are two capital investment funds that provide vital support to UK museum infrastructure, helping address maintenance needs and protect their collections and public access

BOP Consulting is part of a consortium with Ipsos, Ecorys and UCL evaluating these funds for DCMS. The evaluation is exploring how UK museums use the funding to plan and deliver capital works, and what difference this investment makes over time.

Our work focuses on how museums experience the funding and deliver their projects, from identifying priorities and planning works through to procurement, delivery and completion. Alongside interviews and analysis of management data, we are bringing museums together through regional learning labs to share experience and capture learning across different funding rounds.

The evaluation will build a picture of what helps museums deliver capital projects effectively, what challenges they face and what can be learned for future investment. It will also look across successive rounds of MEND and PBIF to identify patterns in the projects funded and how museums’ approaches develop over time.
