BOP was commissioned to evidence how the BFI's Skills Clusters Fund is building screen sector skills and widening access to careers across the UK, making recommendations for its second phase

The BFI Skills Clusters Fund supports seven regional organisations across the UK to address below-the-line production skills gaps in the screen sector — building local partnerships, strengthening regional evidence, and developing targeted training and clearer pathways into screen careers 

BOP was commissioned to conduct an interim evaluation of the Fund’s first three years, assessing its impact, process of delivery and Value for Money. Working across all seven Clusters, we built a robust, independent picture of impact and progress; and identified key recommendations for future delivery  

We found over 21,600 people engaged in training, more than 1,000 partnerships established, and early signs of cultural change in how regional screen industries recruit. By capturing both what is working and where challenges remain, our work has given the BFI the evidence it needs to strengthen the Fund’s second phase and maximise its long-term impact on the UK screen workforce.
