BOP Report on Intellectual Property Published: - Policymakers need to acknowledge a range of factors affecting people’s decisions to acquire digital content through different channels. Previous research and policy decisions have been heavily biased towards issues around legality, resulting in a failure to fully understand the motives driving digital content consumption.
This report, commissioned by the Strategic Advisory Board for Intellectual Property Policy (SABIP), forms part of their national research agenda designed to provide sound, objective policy advice to policymakers. The report surveyed a wide range of literature and addressed a number of issues, including the nature and extent of offline copyright infringement, similarities and points of departure between online and offline digital content consumption, and the biased focus of previous research on the subject. Finally, the report proposed new framework for addressing future research on the topic.
